Belt and Road Capacity Cooperation Center Constitution
Chapter I: General Provisions
Article 1 The name of this organization is: Belt and Road Capacity Cooperation Center (BRCCC).
Article 2 This organization is a non-profit social organization jointly initiated by Zhongguancun Haixing Association and multiple enterprises on a voluntary basis.
Article 3 The purpose of this organization is: service-oriented, guided by principles of mutual cooperation, resource sharing, win-win collaboration, and local benefit. We establish communication bridges for Zhongguancun enterprise development, promote complementary advantages among member enterprises through technical assistance, project interaction, and capital linkage, achieving integrated and coordinated development. Members participate in distribution according to contribution, fully integrating resources related to overseas enterprise development including investment and financing, science and technology parks, and research institutions, improving the overseas market environment for enterprise development, and thereby promoting enterprises to go global.
Article 4 This organization abides by the Constitution, laws, regulations, and national policies, and upholds social moral standards.
Article 5 The office address of this organization: Zhongguancun Entrepreneurship Street, Haidian District, Beijing.
Chapter II: Scope of Business
Article 6 The scope of business of this organization:
(1) Timely feedback on enterprise needs and aggregation of resources from all parties
According to the needs of member units, regularly organize thematic forums and business inspections, connect member units with overseas project resources, regional government resources, and regional industrial resources, helping member units aggregate resources from all parties in the process of going global along the Belt and Road, and smoothly expand into new markets.
(2) Discover and broaden project source channels, establish industrial resource database
This organization will leverage the role of member units in industrial organization and coordination, regularly solicit projects that meet enterprise needs from member units, and conduct targeted field research. Establish a unified, complete, and interactive industrial resource database for regular tracking, research, and organization.
(3) Expert training
Gather senior industry experts and scholars to organize different types of training activities for members and domestic enterprises, creating a professional capacity building platform for industry practitioners.
(4) Technical exchange
Regularly plan and hold industry technology brand conferences, forums, and salons with different themes and various forms.
(5) Specialized consulting
Provide professional consulting services for enterprises in overseas development, market research, strategic planning, and risk avoidance.
(6) Publicity
Build the center website, establish the center's public WeChat platform, publish the center's internal publications, and provide information and resources on overseas enterprise development for center members and relevant departments.
(7) International exchange and cooperation
Extensively cooperate with international institutions, hold exchange activities, organize members to go abroad for exchange and inspection, and expand overseas business.
(8) Liaison and exchange with governments at all levels domestically and internationally
Organize members to liaise and exchange with governments at all levels domestically and internationally, plan special docking activities, assist center members in expanding overseas business, and guide the docking of demand elements.
(9) Other related work.
Chapter III: Membership
Article 7 This organization admits member units as members, implementing the principle of voluntary joining and withdrawal.
Article 8 Members applying to join this organization must meet the following conditions:
(1) Support the constitution of this organization;
(2) Have the willingness to join this organization;
(3) Identify with the philosophy of this organization, willing to fulfill member obligations and properly exercise member rights.
Article 9 The procedure for member admission is:
(1) The applying unit shall submit an application to the center and fill out the Application Form and Commitment Letter, submit copies of the Business License for Enterprise Legal Person or Public Institution Legal Person Certificate and relevant business license certificates together with the above paper materials signed and sealed to this organization, and send electronic versions to the email;
(2) The organization secretariat conducts preliminary review of the application and submits qualified application materials to the board of directors;
(3) Approved by the board of directors. The board of directors entrusts the secretariat to sign the application (agreement) for joining the organization with the new unit on behalf of the organization;
(4) Pay membership fees;
(5) The secretariat issues membership certificates to members on behalf of the board of directors, becoming members of the organization.
Article 10 Members enjoy the following rights:
(1) Participate in relevant activities organized by this organization;
(2) Priority access to services provided by this organization;
(3) Right to criticize, suggest, and supervise the work of this organization;
(4) Voluntary joining and free withdrawal.
Article 11 Members fulfill the following obligations:
(1) Implement the resolutions of this organization;
(2) Safeguard the legitimate rights and reputation of this organization;
(3) Complete work assigned by this organization;
(4) Pay membership fees as required;
(5) Report situations to this organization and provide relevant materials.
Article 12 Members who wish to withdraw shall notify this organization in writing and return their membership certificate. Members who do not pay membership fees or participate in activities of this organization for one year shall be deemed to have automatically withdrawn.
Article 13 Members who seriously violate this constitution may be expelled upon approval by the board of directors or executive board.
